The Collapse of the 28-Clause Peace Proposal for Ukraine: Why Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the crisis caused by the introduction of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been defused. A senior US official spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of rocket attacks on Kyiv.

The Pattern of Diplomacy and Destruction

The succession of conflicting incidents captured the harsh reality of the outgoing year. By day, negotiation efforts are conducted: optimistic declarations are issued from different nations. Immense energy is allocated on containing specific proposals. By night, Russian leadership brutally reminds the world that, for them, military action persists as the key method for achieving "resolution".

Nocturnal Warfare

As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor rocket firings from Russian territory, a capability enabled by timely intelligence. From vantage locations, military aircraft that had been dispatched to counter approaching guided weapons flew past – sophisticated military planes delivered to Ukraine by European allies.

Soon thereafter, Kyiv's missile defense engaged: several firings fired to intercept a incoming threat. This was a sophisticated defense system at work, most likely delivered by Western nations. Every launch creates sudden vibrations, rattling buildings. The moment of terror quickly gives way to grim resignation: possibly the hostile projectile won't strike its target this time, preventing destruction from catastrophe and another blackout.

Persistent Threats

Following this, a large-caliber weapon opened up on a unmanned aircraft somewhere nearby, part of a defensive team – almost certainly Western-made equipment. Sadly, the bullets missed the enemy aircraft – it continued its flight toward its destination.

Periodically, this continued until dawn. Kyiv awoke to the early updates: multiple fatalities, destruction and utility failures in numerous residences as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – experiencing conflict. But those 24 hours encapsulated Ukraine's critical military reliance on external assistance – a need that European nations are demonstrably unable to replace in the immediate future.

Unsuccessful Negotiations

The 28-point plan from Washington sparked intense emotion, debate and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.

Every new initiative from US leadership follows the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually secure success. This cycle will, undoubtedly, persist.

Strategic Calculations

It is tempting to accuse specific actors of persistently promoting Russian terms. But that does not seem to be the complete picture. US administration functions according to a assumption familiar among seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The White House assumes that it is unfeasible to pressure the Kremlin to abandon the areas that it already controls in Ukraine's occupied territories.

The issue is that while acknowledging this situation, US leadership does little to prevent Kremlin actions, through words or deeds, from believing that the current condition will not evolve additionally in its advantage in the months ahead.

Conflicting Perspectives

Therefore, Moscow is certain that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their motivation to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to end hostilities, but they will continue as long as Russia's government remains supremely confident in the result.

On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding civilians and areas but avoiding a total frontline collapse until situations evolve in its benefit.

Existing Situation

Factually, there are no actual prerequisites for a ceasefire. Now, individual motivations are becoming relevant: personal goals to negotiate peace and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any initiative Kyiv finds unsuitable, so that their attention does not shift toward homefront challenges. And although their mission will now be much harder after latest incidents, it remains highly unlikely that this will change their overall approach.

These conflicting dynamics are influencing discussions.

Conclusion and Outlook

It took a only one week to eliminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the other European countries, along with calming attempts of representatives, and finally, current information leaks, all served their function.

While new initiatives based on old ideas are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect certain reluctance to modify developments, if they stand together and improve their protective measures at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, mainly require sustained allied backing.
