The Former President's Progressive Warning Misses The Continent's True Danger: Technological Decline.

Donald Trump's security policy document presents a flawed view of the European Union. It claims that unrestrained immigration and what it terms "progressive" policies represent an grave threat to European civilization. However, this perspective rests on a fundamental misreading of the reality. The actual challenge confronting the EU is not societal but economic and technological backwardness.

The Stark Economic Divide Separating Europe and the US

The data reveal a stark contrast. Between 2008 and 2023, American economic output grew by 87%, compared to a paltry thirteen and a half percent growth for the European Union. During this time, European income per person dropped from 76.5% to just half of the American figure. Strikingly, even the poorest US state now boasts a higher per capita income than several leading European economies like France and Italy.

Today, roughly half of the global 50 largest tech companies are American, while only four are European.

The Technological Shortfall: A Critical Problem

This widening economic gap is driven by stronger productivity growth in the United States, largely due to breakthroughs and better use of resources. The scene of world technology dominance is decidedly American. Over the past fifty years, 241 US firms have scaled into enterprises valued at more than $10bn, compared with just 14 in the European continent.

This disparity prompts a pressing question: As the competition for future industries like AI, semiconductors, and fusion energy, what is Europe positioned? Most analysts agree it is essentially a contest between two between the United States and China, with European nations entering at a clear disadvantage.

Root Causes of the Continent's Innovation Gap

Several major reasons explain this technological divide.

  • Financing Ecosystem: The US boasts a much more robust and more dynamic system for funding startups. Europe still lacks a genuine unified investment market, a factor that caps the scale of emerging companies.
  • Bureaucratic Hurdles: Complex and divided rules hamper European business. A American entrepreneur can launch a service under a single set of laws to access a consumer base of over 330 million. The European Union, despite a bigger population size, is divided among 27 separate regimes, creating significant internal barriers.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure differ sharply. In parts of Europe, a startup's collapse was historically viewed with stigma, whereas in the US, it is often considered a badge of experience.
  • Military Investment: The US benefits from a tightly woven innovation pipeline linking defense and academia. The continent's chronic underinvestment in military capabilities has weakened its ability in breakthrough innovation.

A Path Forward: Reasons for Hopefulness

Despite these hurdles, one can find causes for hope. Policymakers are growing more conscious of the existential challenge and have begun to advance substantial change. Notable reports on EU competitiveness and the single market point to the necessity of sweeping reforms.

With the right policies and regulatory reforms, these assets might enable far greater levels of business-led breakthroughs.

The continent retains significant advantages: skilled human capital, top-tier education systems, and world-class labs. Coupled with a vast domestic consumer base and substantial household savings, these elements have the potential to unleash a surge of investment and entrepreneurship.

Importantly, even if the EU does not take the lead in creating next-generation technologies, it can still significantly increase economic output by adopting and adapting innovations from elsewhere.

A Critical Juncture

Europe now faces a decisive crossroads. As the saying goes, economic erosion often happens "slowly, then all at once". So far, Europe's technological decline has been gradual. But, if it fails to take bold steps to tackle its deep-seated problems, today's slow erosion could give way to a sudden and irreversible loss of global economic relevance.
